

The Gordon Plan envisions the transformation of a mid-century residential enclave in southeast Herzliya, introducing new housing, public amenities, and open space while reinforcing its role within the city’s evolving fabric.
Bordered by Arlozorov, Jerusalem, and Beitar Streets, the plan area includes 27 low-rise apartment buildings from the 1960s — totaling 120 units — alongside public institutions such as synagogues and a scout center. The existing urban structure is fragmented, with limited connectivity and outdated infrastructure. The new plan proposes 425 residential units across 6–9 story buildings, introducing density while maintaining a strong relationship to the surrounding scale. A central green space acts as the heart of the neighborhood — a shared landscape that links institutions, housing, and public life. In addition, 1,230 sq.m. of commercial space and 7,230 sq.m. of new public programs are integrated into the plan, reinforcing the area’s civic function. Beyond new construction, the plan redefines the street network, improves accessibility, and strengthens the connection between Gordon and its adjacent districts. The result is not just a housing upgrade, but a complete urban framework that supports growth, inclusion, and long-term resilience.
